My company does 90%+ commercial storefront window cleaning. Until about 2-3 years ago I had consistent success hiring acquaintances from church or college students via the college newspaper. They were usually conscientious, hard working and reliable.
But in the last couple of years I have struggled to find qualified candidates. I have used Craigslist but it usually only yields people who might stay for 3 months or so. After training (less than two weeks) They work on a production basis (45-50% of gross).
