Question no suds on some windows

so i was cleaning windows the other day and i would clean the top window and it would suds up just fine, then i would scrub the bottom one and it had 0 suds, it was like there was no soap. then i would go to the next top window and it would suds again (though a little less) and then nothing on the bottom window. after several of these it practically stopped sudsing all together. any ideas? the windows still came out clean but it was weird.
