Brick sealer goo on windows

Ok so I got this job to clean windows and this goo from some sort of brick sealer for leaks is all over the windows. If you notice on the top left hand corner is where they sprayed the stuff. I was wondering if anyone knows about this suff and if you can recommend a product that can remove it. I'm considering one restore. Any suggestions would be greatly appreciated.
