Question Ladders or pole?

I am bidding on a 29 unit condo community. Every building has one or the other of these two window arrangements, a single arched window approx 3'x4.5' or an arched window with a horizontal sliding window approx 3'x3'. My question is, would you ladder the awning and clean from there, I could tie off to the metal hand rails inside the window on the arch and sliding windows, or would you pole them from the ground? I would have to purchase a new wag tail, and this will be the first cleaning in about 5 years. Also what would you charge for the different windows? I'm thinking $8 for the single arched and $14 for the arched and sliding? Sorry, I'm not able to upload photos at this time.
